The Primary Authority scheme is a statutory scheme under the Regulatory Enforcement and Sanctions Act 2008 for businesses trading in more than one local authority area.
Under the scheme local authorities may recover costs in exchange for providing businesses with reliable regulatory advice, reduced administrative burdens of regulation and protection from enforcement action where this is inconsistent with any advice provided.
