Primary Authority

The Primary Authority scheme is a statutory scheme under the Regulatory Enforcement and Sanctions Act 2008 for businesses trading in more than one local authority area.

 

Under the scheme local authorities may recover costs in exchange for providing businesses with reliable regulatory advice, reduced administrative burdens of regulation and protection from enforcement action where this is inconsistent with any advice provided.

 

The Primary Authority scheme allows a local authority to provide the fullest range of support to businesses. Examples of services West Yorkshire Trading Standards has provided under Primary Authority include:

  • Staff training – ranging from general ‘customer service’ training through to detailed training on specific legislation.
  • Reviewing and drafting policies and procedures to ensure the business trades legally.
  • Auditing policies and procedures.
  • Providing information on the number and type of complaints received by Trading Standard about their business.
